A Tennessee woman allegedly drugged an inmate through a kiss during a prison visit — and was hit with murder charges after the inmate died, authorities said. Rachal Dollard was arrested and charged with second-degree murder and trafficking in contraband. Tennessee Department of Corrections Rachel Dollard, 33, allegedly hid a balloon containing half an ounce of speed in her mouth and passed it to Joshua Brown at the Turney Center Industrial Complex in February, the Tennessee Department of Corrections said in a statement Tuesday. Brown — who was serving an 11-year sentence for drug-related charges — overdosed and died at a local hospital, the corrections department said. Dollard was arrested last weekend in connection with the alleged fatal crash and charged with second-degree murder and smuggling contraband into the prison, officials said. “This incident shows the very real dangers of bringing contraband into prisons and the consequences that follow,” said David Imhof, Director of TDOC’s Office of Investigations and Conduct. “Our agency will prosecute any individual who threatens the safety and security of our staff, men and women in custody and our facilities.” In 2017, Melissa Ann Blair of Oregon was sentenced to two years behind bars after her inmate boyfriend died from her intoxicating kiss. Inmate Joshua Brown overdosed and died at a local hospital after getting high. Two balloons ruptured her boyfriend’s stomach and he died of meth toxicity, prosecutors said.
